 THE SWIM PROGRAMME

Sustainable Water Integrated Management (SWIM) aims to contribute to the extensive dissemination and effective implementation of sustainable water management policies and practices in the Southern Mediterranean Region in the context of increasing water scarcity, combined pressures on water resources from a wide range of users, desertification processes and in connection with climate change.
SWIM Partner Countries are: Algeria, Egypt, Israel, Jordan, Lebanon, Morocco, the occupied Palestinian territory, Syria and Tunisia.

SWIM consists of two major Components, which are inter-related and complement each other:

  •  A Support Mechanism
  •  Five Demonstration Projects

SUPPORTING THE DEVELOPMENT OF NATIONAL AND REGIONAL CAPACITY BUILDING PROGRAMMES AND TRAINING SESSIONS


Training workshop on “Strengthening Public Sector Capacity to Mobilize Depollution Investments and Private Sector Participation” (Luxembourg, 3-5 July 2013)

The training was successfully carried out at the European Investment Bank (EIB) premises in Luxembourg in collaboration with the “Mediterranean Hot Spots Initiative-Project Preparation and Implementation Facility (MeHSIP-PPIF)” – another EU project - to strengthen the capacity of the public sector in mobilizing  resources for depollution investments and private sector participation, with a special focus on investments that will reduce pollution from land-based sources in the Mediterranean Sea, the key objective of the Euromed Horizon 2020 initiative.

Training of water resources managers from South Mediterranean countries on the economic feasibility of desalination projects (Muscat - Oman, 25-27 June 2013)

A three days training was carried out between 25 and 27 June 2013 in Muscat – Oman to develop the capacity of water resources managers from the South Mediterranean countries in estimating the costs of desalination projects.

Training workshop and study tour for developing the capacity of prosecutors and investigators to enforce water & environment legislations (The Netherlands, Spain and France, 3-18 June 2013)

Best practices from The Netherlands, Spain and France concerning the enforcement of water and environment legislations were exposed totwenty-nine (29) representatives of water and environment Ministries, relevant agencies including prosecutors from Algeria, Egypt, Israel, Jordan, Lebanon, Morocco, Palestine and Tunisia in the framework of a study tour.

High level study tour on participatory irrigation management/irrigation management transfer process (Turkey, 13-17 May 2013)

A high level study tour to Turkey was successfully carried out on 13-17 May 2013 to develop the capacity and strengthen political commitment of Southern Mediterranean countries towards participatory irrigation management -an approach involving the people who directly use the irrigation water, i.e. the farmers-and transfer of irrigation management responsibilities from the government to Water Users Associations (WUAs).

ON-GOING ACTIVITIES 


Regional assessment of past drought & flood episodes and their management with focus on Tunisia, Jordan and Palestine

The assessment aims at contributing to a better understanding and management of droughts and floods in the South Mediterranean Region by identifying:

i-  Successful responses to past episodes, including from traditional water, environment and civil defence sectors, that could be replicated in other situations;

ii- Socio-economic and environmental impacts on most sensitive sectors, communities, and ecological systems.

The analysis will cover the situation in the Region with more detailed information for Tunisia, Jordan and Palestine.


Developing a comprehensive Monitoring and Evaluation (M&E) system for Participatory Irrigation Management and Irrigation Management Transfer Process that is best suited to the SWIM Partner Countries

Aiming at supporting the formation and effective operation of Water Users Association in the South Mediterranean Region through the development of a comprehensive system for their M&E the activity includes the following:

i- A review and evaluation of existing systems used by SWIM Partner Countries for the M&E of PIM/IMT processes;

ii- The identification of existing best practices adopted by relevant International Organisations

iii- The organization of a regional expert group workshop involving representatives from national authorities, water users associations, donors, regional and international organisations and experts to discuss existing M&E experiences emanating from the above regional and international reviews and the adoption of one system that suits best the needs of the countries. 


Regional guidelines on measures to improve compliance with water legislations in the South Mediterranean Countries and assessment of the available capacity to enforce them

This regional activity, with in depth analysis in Egypt, Israel, Jordan, Lebanon and Morocco, aims at reinforcing the capacities of SWIM Partner Countries to enforce water legislations towards their more effective compliance.

Assessment of potential cumulative environmental impacts of mega desalination plants conglomerating around the Mediterranean in synergy with the marine pollution assessment and control component of UNEP/MAP (MED POL Program). 

This assessment aims at contributing to the identification of currently operating mega desalination plants (including their specifications) around the shorelines of the Mediterranean and to propose mitigation measures to challenge their impacts.

Support the Union for the Mediterranean (UfM) in developing criteria and guidelines for project selection (in relation to updated environmental hotspots) for potential funding.

The main objective of this activity is to technically assist the UfM Secretariat Environment & Water Division (UfMS-EWD) to detail Guidelines and Criteria for UfM Projects in the fields of water and environment, and of regional, sub-regional and trans-national scale. Doing so, SWIM-SM is expected to support the UfM Secretariat mandate which includes the identification, processing, promotion and coordination of projects, which are in line with the principles and rules of international law and enhance and strengthen the cooperation and direct impact on the livelihoods of citizens.


PARTICIPATION IN REGIONAL EVENTS 


SWIM-SM has actively participated in the Regional Water Seminar organized by the European Commission in Rabat – Morocco, on 3-7 June 2013 and contributed with two presentations, one about best practices on wastewater reuse and another about the evaluation of environmental degradation and remediation measures in two river basins (in Morocco and Tunisia).

SWIM-ACLIMAS project News - Adaptation to Climate Change of the Mediterranean Agricultural Systems

The project is implemented in Egypt, Jordan, Lebanon, Morocco and Tunisia and promotes the adaptation of Mediterranean agricultural systems to climate change through a combination of modern and traditional water management and conservation techniques and new and indigenous varieties of cereals and legumes resistant to difficult climatic conditions.

SWIM-All Across the Jordan project News - Trans-boundary NGO Master Planning of the Lower Jordan River Basin

The project contributes to understanding the planning needs for the LJR by publishing the “Friends of the Earth Middle East (FoEME) Master Plan: A Vision for the Lower Jordan River”, the first ever trans-boundary integrated NGO master plan for the specific Basin. It also supports the advancement of political will for adopting a regional approach to IWRM among key Palestinian, Jordanian and Israeli figures.

SWIM Sustain Water MED News - Network of Demonstration Activities for Sustainable Integrated  Wastewater Treatment and Reuse in the Mediterranean

The project aims at improving sustainable integrated management of non-conventional water resources, with emphasis on wastewater treatment and reuse in Egypt, Jordan, Morocco and Tunisia.

SWIM- WADIS-MAR News - Water harvesting and Agricultural techniques in Dry lands: an Integrated and Sustainable model in MAghreb Regions

The project aims at contributing to an integrated, sustainable and participative water harvesting and agriculture management in the watersheds of Oued Biskra in Algeria and Oum Zessar in Tunisia characterized by the overexploitation of groundwater, with a view to promote adaptation to climate change conditions and particularly droughts.
